Links are one input, and usually not the first one
The reason a backlink service can feel like it did nothing is that links only move a page that is otherwise ready to rank. If the page isn't indexed, if it doesn't cover the query, or if nothing on your own site links to it, no quantity of referring domains fixes that. The link points at a page Google has no reason to rank.
The order that tends to work is unglamorous. Make sure the page is indexed. Make sure it answers the query someone actually typed. Link to it from your own site properly. Then, once the page is genuinely competitive on the merits and you're still behind sites with far more referring domains than you, links become the lever that matters.
How to tell if links are your bottleneck
Look at who outranks you for a query you care about, and compare referring domain counts, not Domain Rating alone. If the pages ahead of you have hundreds of referring domains and you have eleven, that's a link gap and it's real. If they have thirty and you have twenty-five, whatever is separating you is on the page, not off it.
